Comp.Laws Utah, § 2087, making any one who drives a herd of horses, mules, etc., over a public highway constructed on a hillside liable for damages by such animals in destroying the banks, or rolling stones into the highway, is not unconstitutional. Jones v. Brim, 17 S.Ct. 282 (1897)
