		<description>Justice Sullivan is entitled to his opinions but he is not entitled to change the facts. Justice Sullivan states that his wish to create a monopoly for court case management software will “save money” and “is necessary for the sharing case information”? The fact is courts in Indiana have been sharing case information statewide for since 2002. “Save money”? The fact is the Indiana Supreme Court has spent over $75 Million to fully automate less than 1/3rd of the Indiana counties. Justice Sullivan wants to spend $120 Million and several million dollars every year thereafter. My Hoosier company that has fully automated 51 counties and 130 courts in Indiana support ALL of these Hoosier county courts and clerks in Indiana for less than $700,000 per year. Justice Sullivan’s wish for a monopoly was not recommended by a national computer consulting company, not needed and not wanted by the Indiana Clerks Association and Association of Indiana Counties. The General Assembly has had to mandate JTAC share court information statewide and they have taken away 20% of the funding that was going to JTAC and are now giving this funding to support local systems. Clerks have testified before Senate Committees that Odyssey is a step backwards. Justice Sullivan and Justice David have told several House and Senate Committees that Odyssey is not mandatory while local judges are mandating or threatening to mandate that their Clerks switch to Odyssey. Justice Sullivan continues to ignore the realities of case information sharing and the tremendous cost of JTAC that is 10 times more expensive than the commercial marketplace. To quote Governor Daniels from one of his campaign letters in 2008, “Why would you overcharge the taxpayers of Indiana hundreds of millions of dollars just to make government bigger and less efficient?”</description>

Virtually every other industry confronted with the reality of the global economy has learned that success requires the ability (even among professionals) to provide quality services on time and at predictable prices.
